This was written in PSP 9 but can be done in all versions.
Open your brush and install it to your brush folder.
If you are using PSP 9 you will need to import this.
File, Import, Custom Brush.
Open and find the folder you saved
the brush to. Select it and then click
Add all and then ok.
Open your Postcard Jpg.
Duplicate and close your original.
Layers, New Raster Layer
Select your Brush tool and find
the brush @cb-caffeinated1.
Add this using black as your colour.
New Raster Layer
Select your Line tool 
Line width 1 and colour Black.
Draw a line down the middle and
a few across on the right hand side
for your address lines.
Reduce the opacity on your layer palette to 50.

Merge Flatten all layers and minimize canvas to use later.
Open Transparent canvas 145 x 145
Flood Fill with colour #F9F9E5
Effects, Texture

New Raster Layer
Selection tool set to rectangle,
draw a square inside.

Window Duplicate 3 times til you have 4 pictures.
Open your eyes jpgs and copy and
paste into selection each of them into a picture.
Add Drop Shadow

Adjust Sharpness, unsharp mask

Layers, Merge visible.
Open a transparent canvas 600 x 250
Copy and paste each of your pictures as new layers.
Spread your pictures out and rotate as follows
Layer 2 = stays as it is
Layer 3 = rotate 5 left
Layer 4 = rotate 5 right
Layer 5 = rotate 5 left.
Add Drop shadow to each of your layers

and again

Layers merge visible.
Edit, Copy.
Re-activate your postcard image
Edit, Paste as a new layer.
Select your lasso tool -
Freehand selection -
set it to Point to Point.
Lower the opacity of your eye pics
so that you can see the outline of the paper clip.
Follow the line of the paper clip

Hit Delete on your keyboard.
Selections, Select None.
Return the opacity back to 100.
Layers Merge visible and resize by 80.
New Raster Layer.
Select your tube tool and add your coins tube.
Set the size of your coins to 80.
New Raster Layer for your Text.
Insert your name.

To add some lines of text,
add a new raster layer and change the text size to 24.
If you wish to add your watermark
or another line of small text along the bottom
like I have my watermark,
you will need to rotate this 2.5 to the right.
Merge Layers and Save!
