This was written in PSP 9
but can be done in other versions.
The brushes supplied though will only work in 8 or 9..sorry.
(The brushes were not made by me,
sadly I can not remember where I got them from ~
 if they are yours drop me a line and I will gladly credit you.)
This is a very basic tutorial and suitable for beginners.

Open a transparent canvas 500 x 500
Flood fill white.
Open your rose.jpg 
copy and paste as new layer onto your canvas.
Open your lips tube
and also coy as a new layer onto your canvas.
Line these up next to each other like so

Grab your colour to target tool

Set your colour to #9A1C28
Colour the lips from the gold to the red.
Add a new raster layer
grab your rectangle tool

make sure your background
colour is set to #9A1C28
and your Foreground to null

set to these settings

now draw a box around your images.
By creating as a vector,
if you do not get your lines right
you can adjust the height and width.

New layer,
Select your brush tool and
find the brush @cb-newsprint1.
(to install these brushes into psp 8/9 look here)
make sure brush colour is still the
same red we having been using.
make sure it is this size
 

Apply your brush once.
Add a new layer and apply again.
Now we are going to use your layer palette.
I have renamed my layers for you to see
the positioning of the brush layers
and the opacity  and blend mode I have used.

Click back on the vector layer and
then add a new raster layer.
Add your brush @cb-prose3.
Change the blend mode to
Multiply on your layer palette.

New raster layer for your text

Now add some drop shadow

add your watermark and resize to your liking.
All done, simply yet effective!
