Vm Toolbox here (known as Visman)
Jpg and Font Copper AltCapsF here

This was written in PSP 9 but should work in older versions.

Open a blank canvas 600 x 400
Open your jpg and copy and
paste as a new layer onto your blank canvas.
Duplicate this layer approx 4 times
(this will depend on the image you are using)
by right clicking on the layer palette.

Move the layers around so that they overlap

Layers, Merge Visible
Effects, Plugin Effects, Enki's Filters, Wallpaper Deluxe

Copy and paste your jpg again as a new layer.
Select your eraser tool with the following settings

Roughtly erase your picture so that
the background comes through.

Layers, Merge Visible
Effects, Plugin Effects, VM Toolbox, Softborder

Image Resize

Adjust, Sharpness, Unsharp mask

Layers, New Raster Layer
Flood fill white and
move down under your merged layer

New Raster Layer for your text. Set your text like so:-

Add your name.
Add another new raster layer
for the copyright information.
I used Ariel size 10.
Layers, Merge All Flatten and Save!

This works with alot of different images
and can look quite effective.
