I have provided the preset shape I have used. To install it put it into your pre-set shapes folder in yourPSP. (ProgramFiles/Jasc/PSP 9/Preset Shapes)

Open your Tube and duplicate, closing the original for future use.
Resize your tube 60%.
Adjust, Sharpness, Unsharp Mask
Radius 1.00 Strength 83 Clipping 1.

Layers, New Raster Layer, Flood Fill White and move to the bottom.
This is your background.

Select your Clock shape and draw it in black.
Placing it over the tubes face.

With your Magic Wand, click inside the main circle band.

Selections, Modify, Contract 3.

Make sure you are now on your Tube layer and hit delete.
You can then hide the clock layer for now.
This is what you should see.

With your Freehand Tool, carefully draw around the
surplus area.

And hit delete.
Unhide your Clock layer, making sure this is also
t he active layer.
Effects, Plugins, Alien Skin EC5, Impact, Chrome

You should now have this.

With your Selection Tool set to circle, and using the
middle of the clock hands as a starting point, draw
a circle just inside the bands.

Layers, New Raster Layer. Flood Fill Black.
Now apply the chrome effect again.
Move this layer underneath your tube layer.
Reduce the opacity of your tube layer to 70.
Hide your background layer and Merge Visible.

Unhide your background. Make your merged layer the active layer.
Effects, Distortion Effects, Warp

Effects, Plugins, Eye Candy 3, Perspective Shadow.

Now Choose your Selection Tool again,
this time set it to Eclispe.
Draw a flat-ish circle like so.

Layers, New Raster Layer, Flood Fill Black.
Again, apply the chrome effect.
Then apply the warp effect.

Now add your text. I used size 30, set as Vector,
then adjusted the size and angle to fit inside the tab we have just made.

X off all other layers, then merge visible.
Unhide all layers again.
Making sure your merged tab layer is active,
Effects, Geometric Effects, Circle.

Place your tab where you like and add your perspective shadow.

All done.
