(this was written in 9 but should work in any other version)

This can be done in 4 parts.
The 1st being colourize -
if you don't feel happy attempting that at this stage
you can skip to the next step and
use the coloured picture I have already supplied.

Colourise

Open the jpg and colour charts provided.
On your layer palette right click and promote to layer.
Duplicate.
On your tool bar select the Change to Target
(in 7 this is under the retouch tool and colour to target)

Make your foreground colour a colour from your complexion chart.

Set your sizes for your brush,
making it a tad smaller for the more intricate parts.

and start to colour...avoiding the eyeballs.
Don't let the brightness worry you,
we will adjust that later.
Choose a colour from the hair chart,
and then colour eyes and lips etc.
You may need to zoom in to
see the smaller parts more clearly.
Once you have added your colour
Layer palette and adjust the opacity
till you are happy with the look.

Vectorise

This tip was given to me by MzKels from SBlendedPSP

If you skipped the first part you now
need to open the coloured jpg provided.
Duplicate your image on your layer palette
Adjust, Add/Remove Noise, Edge Preserving Smooth
(in 7 this is found under Effects, Noise)

Layers, Merge Visible.

Add the Effects

First, make sure you have placed the brush
supplied into your brushes folder located in PSP.
Selection Tool

Draw a rectangle on one side of your picture
approximately 1/4 across and 2/3 down.

Edit, Copy
Edit, Paste as a New Image
Effects, Distortion, Pixelate
(in 7 you can find this under geometric effects)

Layers, Merge All
Image, Add Border

Edit, Copy.
Make your portrait the active canvas
DO NOT DE-SELECT
Layers, New Raster Layer
Edit, Paste into Selection
Selections, Select None.
Select your Draw Tool
Colour set to white

Hold your shift key down on your keyboard and
draw a line top-bottom and
another left-right alongside your panel.
New Raster layer.
Select your brush tool
(in 7 in your tool options there is a little paintbrush icon,
click that and choose custom)
find the brush you have just installed.
and set to this size.

In the square below your panel add your brush,
I clicked 4 times to deepen the colour.
Now crop your image to just below the brush.
Layers, New Raster Layer.
Adding the text for the panel
Foreground colour set to null and background to white.

Here is where you write whatever you like.
A small profile about you or
even the lyrics from your favourite song
Only do approximately 3 words per line though.
Selections, Select None.
New Raster layer.
Add your name text
create this as vector

Place your name in the bottom box
and use the nodes to stretch it to fit.

On your layer palette, Right click and convert to raster layer.
Add your Drop Shadow
Vertical and Horizontal = 1
Opacity = 80
Blur = 1
Add it again this time changing
the Vertical and Horizontal to -1.
Layers Merge All
Image Resize 80
Adjust, Sharpness, Unsharp Mask

Frame

If you are using 9,
run the script called Sloppy Edges

If not:-
Image, Add Border

Image, Add Border

Select your Magic Wand tool and click the white border
Selections, Modify, Expand by 8
Effects, Artistic, Brush Strokes

And thats it!!
